Govt. Issues Guidelines on the Evaluation of Reasonable Pricing for Tenders of Other Goods/Services and Construction Works

The Head of the Government Procurement of Goods and Services Policy Board (Kepala Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah) recently issued Circular No. 4 of 2022 on Guidelines for the Implementation of Evaluations of Reasonable Pricing for Tenders of Other Goods/Services and Construction Works (“Circular 4/2022”), as the government has decreed that there is a need to clarify and evaluate any tender offers that fall below 80% of their self-estimated pricing (harga perkiraan sendiri – “HPS”) values.
The overall clarification and evaluation process for tender offers that fall below 80% of their HPS values should be conducted as follows: 1) Sending of a Work Group (“Pokja Pemilihan”) request for a participant to submit a Work Unit Price Analysis (Analisa Harga Satuan Pekerjaan – “AHSP”); 2) Establishment of a Price Fairness Clarification Format; 3) Request for elaboration regarding the quantity/coefficient; 4) Determination of the quantity/coefficient; 5) Setting of basic unit wages, materials and equipment; 6) Clarification and detailed elaboration of the AHSP difference between the participant’s offer and the HPS; 7) Calculation of a unit price from the clarification results for Main Payment Items (Mata Pagu Utama – “MPU”); 8) Calculation of non-MPU unit-price offers; 9) Calculation of the total clarification price; 10) Comparison between the total clarification price and the offer; and 11) Evaluation of the reasonableness of the pricing.
