- The Ministry of Marine Affairs and Fisheries, through the Director-General of Capture Fisheries ("Director-General"), recently held a public consultation in order to solicit input from the general public regarding a new draft regulation of the government that will specifically address measured fish capture. According to the Director-General, Muhammad Zaini, the new regulation will serve as a set of guidelines for measured, quota-based fishing.
- Mr. Zaini went on to state that quotas will be set through a contract mechanism that will be applied across four measured fishing zones, specifically: 1) Zone 1: Fisheries Management Area (Wilayah Pengelolaan Perikanan – "WPP") 711; 2) Zone 2: WPP 716 and 717; 3) Zone 3: WPP 715, 718 and 714; and 4) Zone 4: WPP 572 and 573.
- Under the new contract system, fishing businesses will be able to enjoy several fixed certainties in relation to their activities, as follows: 1) Time certainty, specifically, fishing businesses will be able to apply for 15-year term contracts through the completion of a single payment; and 2) Fish capture potential, which will involve predetermined quotas being set for different WPP, meaning that fishing businesses will be able to enjoy greater certainty in terms of their operations.
- In addition, the Director-General of Marine and Fisheries Resources Surveillance, Rear Admiral TNI Adin Nurawaluddin, has also stated that the Directorate-General of Marine and Fisheries Resources Surveillance will be closely monitoring the measured fish capture program as a part of efforts aimed at combating illegal fishing within WPP. This monitoring will involve a number of advanced, integrated technologies, including 1) Vessel monitoring systems; 2) Automatic identification systems; 3) Airborne surveillance; 4) Geofencing systems; and so forth.
