Draft Bill on the Second Amendment to the Law on the Establishment of Laws and Regulations: Omnibus Method and Electronic Formulation of Laws and Regulations Introduced

The Legislative Body of the House of Representatives (Dewan Perwakilan Rakyat – “DPR”) recently commenced deliberations of the Draft Bill (“Draft Bill”) on the Second Amendment to Law No. 12 of 2011 on the Establishment of Laws and Regulations (“Law 12/2011”).[1] Moreover, Decision of the Constitutional Court No. 91/PUU-XVIII/2020 (“Decision 91/2020”), which specifically addresses a petition for a formal judicial review of Law No. 11 of 2020 on Job Creation (“Job-Creation Law”)[2], also mandates that a legal basis for the omnibus method of formulating laws and regulations is required.
