Government of DKI Jakarta Introduces New Protocols for the Prevention and Mitigation of COVID-19 in Offices/Workplaces

The Head of the Office of Manpower, Transmigration and Energy of the Special Capital Region of Jakarta ("Manpower Office") has issued Decree No. 2336 of 2021 on Protocols for the Prevention and Mitigation of Corona Virus Disease 2019 ("COVID-19") in Offices/Workplaces, State-Owned Enterprises and Regionally Owned Enterprises During the Implementation of Level-3 Enforced Community Activity Restrictions (Pemberlakuan Pembatasan Kegiatan Masyarakat – "PPKM") for COVID-19 ("Decree 2336/2021").
This decree sets out various obligations that must be complied with by business actors during the implementation of Level-3 PPKM, which encompass, among others, the following requirements: 1) Preparation of Worker Registration Certificates (Surat Tanda Registrasi Pekerja/STRP) on a collective basis through JakEvo (jakevo.jakarta.go.id); 2) Implementation of COVID-19 prevention and mitigation protocols within the workplace (e.g. establish of COVID-19 mitigation teams, establishment of tracing systems for guests/visitors that involve the filling out of self-assessment forms or the uploading of information via the Jejak@JAKI application, etc.); 3) Reporting of the overall implementation of COVID-19 prevention and mitigation protocols within the workplace through a designated checklist and reporting format via the following email address: [email protected]; 5) Reporting of any confirmed COVID-19 cases that emerge within the workplace via bit.ly/covid19perusahaan; 6) Preparation of integrity pacts that addresses the implementation of COVID-19 prevention and mitigation protocols; and 7) Acceleration of worker vaccinations.
In addition to the implementation of strict health protocols within the workplace, business actors are also required to: 1) Maximize the use of technology during work activities in order to prevent the formation of any crowds; 2) Inform employees about and utilize the JAKI application (or other relevant applications) as a part of efforts aimed at mitigating COVID-19; and 3) Submit guest/visitor tracing data to the Office of Manpower.
In cases where COVID-19 clusters emerge within the workplace, building organizers must close the relevant areas/buildings for a period of 3 x 24 in line with a Health Office recommendation.
