- In an effort to provide continuous support aimed at maintaining the productivity and cash flow of excisable goods manufacturers during the ongoing Corona Virus Disease 2019 (COVID-19) pandemic, the government has now decided to relax the current excise-payment regime, thus allowing for manufacturers who make payments through the affixing of excise tape to postpone their payments. This new relaxation is set out under Regulation of the Minister of Finance ("Minister") No. 93/PMK.04/2021 on the Second Amendment to Regulation of the Minister No. 57/PMK.04/2017 on the Postponement of Excise Payments for Manufacturers and Importers of Excisable Goods Who Make Payments Through the Affixing of Excise Tape ("Second Amendment").
- Under the Second Amendment, the following orders have now been exempted from the two-month postponement period applicable to manufacturers starting from the date of any excise-tape order documents: 1) Orders for excise stamps subject to postponements for which the relevant excise payments were not completed prior to the due date of said postponements on the date that the Second Amendment took effect (12 July 2021); and 2) Orders for excise stamps subject to postponements that are submitted after the Second Amendment took effect up until 31 October 2021 can be granted postponements of 90 days.
- In terms of any orders for the abovementioned excise stamps with postponements that are subject to the exemption and for which the due date of the postponement falls after 31 December 2021, said due date for the postponement will now be determined on 31 December 2021.
- The 90-day postponement period outlined above may be granted after: 1) The head of the customs-and-excise office or the head of a regional customs-and-excise office issues a decision granting a postponement based on a manufacturer’s request; and 2) The manufacturer in question submits a guarantee covering the 90-day postponement period.
- The Second Amendment has been in force since 12 July 2021.
