- In an attempt to foster further economic development and prosperity within the areas of Papua and West Papua, the government is currently preparing a Draft Regulation on the Second Amendment to Law No. 21 of 2001 on Special Autonomy for Papua Province ("Draft Regulation")
- Under the Draft Regulation a proposed increase to the special income threshold of the National General Allocation Fund for the implementation of special autonomy to a new figure of 2.25% has been proposed. The current special income threshold is 2%.
- This income, which will be received by the Papuan Government under special autonomy arrangements, will apply for a period of 25 years. After this period has ended, the income that will be received under special autonomy will subsequently be set at 50% for the mining of crude oil and 50% for the mining of natural gas.
- It has also been proposed that the government should transform provincial regions into autonomous regions in order to accelerate equitable development across the country, as well as to improve public services and public welfare by taking into account socio-cultural unity, the development of human resources, economic capabilities and future developments.
- The Draft Regulation is currently being deliberated and thus may be subject to changes.
