PPnBM on Motor-Vehicle Luxury Goods Extended

The government has decided to extend the implementation of the 100% government-borne sales tax on luxury goods (Pajak Penjualan Barang Mewah/PPnBM) on motor vehicles following an initial suggestion made by the Minister of Industry that was subsequently approved by the Minister of Finance during a recent meeting on the National Economic Program led by the Coordinating Minister for Economic Affairs.
Indonesia’s Minister of Industry, Agus Gumiwang Kartasasmita, has revealed that the government has been conducting a quarterly evaluation of this policy in order to gauge the impact of the discount from 1 March 2021. In April 2021, a sales surge of 227% was recorded in comparison with the year-on-year ("YoY") figure for 2020.
Meanwhile, according to data provided by the Association of Indonesian Automotive Industries (Gabungan Industri Kendaraan Bermotor Indonesia/Gaikindo), cumulative retail sales between January and April 2021 increased by 5.9% YoY to 257,953 units. Meanwhile, on a monthly basis, retail sales volumes are starting to approach normal levels again, or around 80,000 units per month.
In light of this positive response to its policy, the government has decided to extend the 100% government-borne PPnBM facility to sales of 4 x 2 cars with capacities of under 1500cc until August 2021. Furthermore, the 50% government-borne PPnBM discount will be extended until December 2021.
Chairman I of Gaikindo, Jongkie Sugiarto, has stated his belief that in addition to the various automotive industry players who have benefited from the significant increase in car sales, the government has also managed to generate a significant amount of Value-Added Tax (Pajak Pertambahan Nilai/PPN) and Income-Tax (Pajak Penghasilan/PPh) through the implementation of this policy. Moreover, consumers have been able to purchase new vehicles at more affordable prices. _(ANT)
