BI Relaxes Down Payments for Vehicle Loans and KPR Requirements in Bid to Boost Economic Recovery

  • In an attempt to boost the take-up of credit across the automotive and property sectors during 2021, Bank Indonesia (“BI”) recently decided to relax its down-payment policy for new motor vehicles by setting a new minimum down-payment level of 0%. BI has also set a new maximum House-Ownership Credit (Kredit Pemilikan Rumah – “KPR”) level of 100%. These two new rates will apply between 1 March 2021 – 31 December 2021.
  • The new motor-vehicle down-payment rate is in line with the government’s policy of reducing Indonesia’s Luxury Goods Sales Tax (Pajak Penjualan atas Barang Mewah/PPnBM) for motor vehicles.
  • BI Governor, Perry Warjiyo, has explained that the two new policies will be implemented by banks which have non-performing loan ratios and non-performing financing levels (“NPL/NPF”) of under 5%. Meanwhile, banks with NPL/NPF of above 5% will have to observe a KPR threshold of 90% - 95%. However, Mr. Warjiyo has also stated that any purchases of type-21 landed houses, apartment units, home offices (rukan) and shophouses (ruko) will also be able to enjoy the new KPR rate of 100%.
  • Finally, Mr. Wijoyo has stressed that these two new policies will be evaluated at the end of the year and has expressed his hope that these new initiatives will ultimately boost the distribution of credit and financing as a part of efforts aimed at accelerating the country’s overall economic recovery.
