Ministry of ATR Set to Move from Physical Certification to Electronic Certification

  • Following the issuance of Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 1 of 2021 on Electronic Certification, the Ministry of Agrarian Affairs and Spatial Planning /National Land Agency (“Ministry”) is now in the process of gradually converting 70 million registered physical land certificates into electronic land certificates. The conversion process itself will prioritize certificates held by government-related parties due to the relevant ease of data storage. This will then be followed by the conversion of certificates held by legal entities, as the system should then be better prepared in terms of equipment and electronic processing capabilities.
  • According to the Ministry’s Director for Land Registration and Spatial Control, Dwi Purnama, the introduction of the electronic certification system will hopefully result in the following outcomes: 1) Increase in land registration efficiency; 2) Greater legal certainty and protections; 3) Reduction in the number of land-related disputes, conflicts and court cases; 4) Improvement in the registration of property values in order to increase the country’s Ease of Doing Business (EoDB) ranking; and 5) Reduction in the cost of land transactions.
