In an effort to ensure the development of domestic refinery facilities,[1] the Minister of Energy and Mineral Resources (“Minister”) recently issued Regulation No. 17 of 2020, which is the third amendment (“Third Amendment”) to Regulation No. 25 of 2018 on Minerals and Coal-Mining Businesses (“Regulation 25/2018”).[2] Regulation 25/2018 was amended twice previously through the issuance of Regulation of the Minister No. 50 of 2018 and Regulation of the Minister No. 11 of 2019.
