- The Director of the Foreign Manpower Utilization Control at the Ministry of Manpower, Haryanto, stated recently that the newly introduced framework of Law No. 11 of 2020 on Job Creation (“Job Creation Law”) mandates for the introduction of at least four official Regulations of the Government within the manpower sector.
- The proposed drafts of these Regulations of the Government will specifically address the following matters: 1) Utilization of foreign workers, including the ratification of foreign worker utilization plans (rencana penggunaan tenaga kerja asing/ RPTKA); 2) Labor implementation, which will address employment relations and their termination; 3) Wages, specifically a revision of Regulation of Government No. 78 of 2015 on Wages; and 4) The establishment of an unemployment guarantee framework that will address the scope of eligible beneficiaries, participants and funding.
- According to the Presidential Chief of Staff, Moeldoko, the new Job Creation Law and its forthcoming implementing regulations will address the above-listed subjects and will ultimately support social welfare within Indonesia. In addition, Moeldoko has also asserted that efforts to publicize the Job Creation Law have already been picked up at a global level and include acknowledgments from the World Bank, the Asian Development Bank and the TMF Group, among other interested organizations.
