Government Implements IMEI Controls for CEIR-Based Telecommunications Devices

  • As mandated under Regulation of the Minister of Communication and Informatics No. 1 of 2020 on the Control of Telecommunications Equipment and/or Devices Connected to Cellular Mobile Networks Through the Identification of International Mobile Equipment Identities (“Regulation 1/2020”), the government recently decided to move forward with its proposed controls over International Mobile Equipment Identities (IMEI) in relation to mobile phones, handheld computers and tablet computers (Handphone, Komputer Genggam, dan Komputer Tablet – “HKT”). The new controls came into force on 15 September 2020 at 10 pm.
  • Since the enactment of Regulation 1/2020, the Central Equipment Identity Register (CEIR) system, which will act as an IMEI information processing center, has been assembled by the Indonesian Cellular Telecommunications Association (Asosiasi Telekomunikasi Seluler Indonesia – “ATSI”) and integrates the Equipment Identity Register (EIR) systems of five local operators. Subsequently, all HKT equipment with IMEI which are not registered within the CEIR system will now be unable to utilize any cellular mobile telecommunications network services.
  • Customers who purchase HKT equipment should first ensure that the IMEI of their devices are listed on the HKT packaging and devices and can also check the IMEI of their devices at: http://imei.kemenperin.go.id. In terms of online purchases, customers should make sure that vendors guarantee that the IMEI of the relevant devices have been validated and registered and that the devices can thus be used within Indonesia. Moreover, both offline and online vendors are responsible for all HKT that they sell.
  • Meanwhile, customers who engage in online purchases of HKT through shipments or who enter into Indonesian territory or Free Trade Zones with devices brought from abroad via airports and seaports are required to declare the relevant HKT, fulfill the applicable tax obligations and register the IMEI of their devices via: https://www.beacukai.go.id/register-imei.html  or via the Customs Mobile Application (Aplikasi Mobile Beacukai), which can be downloaded from the Play Store. The activation of devices through the use of Indonesian SIM cards will then be completed within a period of 2 x 24 hours. (Setkab)
