Government Upscales Waste Management through Establishment of Refuse Derived Fuel Facilities with More Planned

  • The Ministry of Public Works and Public Housing and the Ministry of Environment and Forestry are currently developing Refuse Derived Fuel (RDF) facilities across several areas of the country in the wake of a successful pilot project in the Central Javanese town of Cilacap. RDF facilities comprise integrated waste-management technologies which can reduce the need for landfill sites for the storage of waste, as well as improve the quality of the environment and produce alternative forms of fuel to replace coal through processes of waste counting and drying (pencacahan dan pengeringan);
  • Danis H. Sumadilaga, Director-General of Cipta Karya at the Ministry of Public Works and Public Housing, has revealed that in addition to the abovementioned two ministries, the RDF project in Cilacap, which has an overall investment value of IDR 90 billion, also involves partnerships with the Danish International Development Agency, the Central Java Provincial Government and several private entities, including PT Solusi Bangun Indonesia, which is subsidiary of PT Semen Indonesia.
  • According to Mr. Sumadilaga, the government is currently developing RDF facilities in Tuban and Banyumas. Modifications to the basic system may involve pyrolysis, gas and the production of fish feed through the utilization of RDF facilities. The new RDF facilities will adopt Indonesian technologies and will also involve cooperation with the Agency for the Assessment and Application of Technology (Badan Pengkajian dan Penerapan Teknologi/BPPT).
  • Rosa Vivien Ratnawati, the Director-General of Waste Management at the Ministry of Environment and Forestry, issued a statement recently claiming that the establishment of the RDF facilities in Cilacap was considered a waste-management milestone that would ultimately reduce the disposal of waste in landfills (Tempat Pembuangan Akhir/TPA) while also being able to transform waste into energy.
  • The Cilacap RDF facility occupies a three-hectare site and has a total waste-processing capacity of 120 tons per day. After an initial trial period, the facility should ultimately produce RDF amounting to 30 - 40 tons per day, while being able to decrease overall water content from 57.60% to 22.75% within 20 days, producing a calorific value of 687 Kcal/kg in the process.
