Decree of the Directorate-General of Customs and Excise No. SE-12/BC/2020 of 2020 on Procedures for the Registration of the International Mobile Equipment Identities (IMEI) of Imported Telecommunication Devices Carried by Passengers and Crews of Transportation Facilities Who Have Exited Customs Areas

  • Passengers and crews of transportation facilities who have yet to register the International Mobile Equipment Identities (“IMEI”) of their telecommunications devices (i.e. cellphones, cellular-based handheld computers and cellular-based tablet computers) which were carried with them when exiting customs areas can now register their telecommunication devices through any customs office nearest to their domiciles.
  • The above-outlined registrations should meet the following requirements: 1) Registrations must take place within 60 days of arrival; 2) Passengers/crewmembers may only register a maximum of two devices each; 3) Registering parties are required to pay import duty (i.e. 10% of customs value), value-added tax (i.e. 10% of import value) and Article-22 Income Tax (i.e. 10% [if the registering parties possess taxpayer-identification numbers] or 20% [if they do not] of import value) for their registered devices.
  • The overall procedure for the abovementioned registrations breaks down as follows: 1) Registering parties (i.e. applicants) must fill out and submit an electronic application form using the customs mobile application or via the www.beacukai.go.id website; 2) Applicants should submit the application receipts they receive to the relevant customs offices, along with any required documents and the devices that they are intending to register; 3) The head of customs office/appointed officials will then review and verify the submitted data; 4) Upon completion of a successful verification process, the head of the customs office will then determine the relevant customs tariff and value, calculate the import duty and tax, and issue an official billing code; 5) Applicants must then pay the import duty and tax using the issued billing code; and 6) The head of the customs office/appointed officials will then issue the IMEI registration approval.
