Omnibus Law to Allow for New Excisable Goods without DPR Approval

  • The Director-General of Customs and Excise, Heru Pambudi, stated recently that the implementation of the Draft Omnibus Law on Taxation (“Draft Omnibus Law”) would allow the government to introduce new excisable goods without House of Representatives (“DPR”) approval.
  • However, the DPR will still retain some control of the overall process, as the Directorate-General of Customs and Excise will still be required to report any new determinations of excisable goods to the DPR.
  • Mr. Heru added that once the Omnibus Law has finally been passed by the DPR, the government plans to introduce several new excisable objects, specifically: 1) Plastics; 2) Sweetened beverages; and 3) Carbon.
  • The current state of play is that the government has submitted the Draft Omnibus Law to the DPR and is currently waiting for a decision to be issued by the DPR’s deliberative body after the completion of discussions that it has been holding with the legislative body. (ANT)
