- Certain Non-Hazardous and Toxic Waste (“Non-B3 Waste”) materials, as listed under the appendix to this regulation (e.g. paper, platinum, magnesium), may be imported for use as industrial raw materials only. However, all such Non-B3 Waste must meet the following criteria: 1) Must not have originated from any landfill activities; 2) Must not be classified as garbage or mixed with garbage; 3) Must not be contaminated with any B3 and B3 waste materials; 4) Must be homogeneous.
- All imported Non-B3 Waste materials must now be sourced from exporters which are listed in their relevant countries of origin. In addition, all imported Non-B3 Waste materials must now be shipped directly (direct shipments) to destination port, otherwise, they will have to be re-exported by importers.
- Importers of Non-B3 Waste must be in possession of Importer Identification Numbers for Manufacturers (“API-P”) and Non-B3 Waste Import Approvals issued by the Minister of Trade. Business Identification Numbers (“NIB”) can now also function as API-P.
- In order to obtain import approvals, importers should submit their applications via: http://inatrade.kemendag.go.id/ along with a number of required documents (e.g. NIB, recommendations issued by the Minister of Industry and the Minister of Environment, master lists of importers’ industrial raw materials requirements). Import approvals will now be issued electronically and will also incorporate digital signatures.
