- On 5 November 2019, the Minister of Finance (“Minister”) signed off on a number of amendments which have been made to three Regulations of the Minister that specifically address the issue of health-insurance premiums for the Social Security Agency for Health (Badan Penyelenggara Jaminan Sosial Kesehatan – “BPJS Kesehatan”). These regulations are: 1) Regulation of the Minister No. 158/PMK/02/2019 on Procedures for the Provision, Disbursement and Liabilities of Health Security Premiums for Wage Earners from the Government (“Regulation 158/2019”); 2) Regulation of the Minister No. 159/PMK.02/2019 on Procedures for the Utilization and Transfer of Certain State Treasury Budget Allocations to Other Types of Expenditure Management (“Regulation 159/2019”); and 3) Regulation of the Minister No. 160/PMK.02/2019 on Procedures for the Provision, Disbursement and Liabilities of Health Security Premiums of the Subsidized Health Premium Program.
- The amendments to Regulation 158/2019 have now broadened the calculation basis for health security premiums to include positional allowances, general allowances, professional allowances and performance allowances.
- The amendments to Regulation 159/2019 have now increased additional general allocation funds (Dana Alokasi Umum Tambahan) to cover any shortfalls in premium contributions to the public health security program.
- The amendments to Regulation 159/2019 no longer require amendments to be made to the state budget when there is any need for funding due to changes that are made to participant numbers and/or premium amounts in the subsidized health security program. This means that additional funding may be sourced from the current year’s state budget.
