- In a further effort to increase the payment of premiums to the Social Security Agency for Health (Badan Penyelenggara Jaminan Sosial Kesehatan – “BPJS Health”) by participants in the program, the government has stated its intention to impose sanctions in relation to late premium payments. One sanction that has been discussed includes restricting access to various public services, such as the administration of driving licenses or vehicle registration certificates.
- However, the new sanctions have attracted strong opposition from the general public, as it is believed that the imposition of any such sanctions may place further pressure upon participants who are also currently facing the possibility of increased premiums. Moreover, it is believed that the imposition of the new sanctions may ultimately result in a decrease in the number of BPJS Health participants.
- However, members of the National Social Security Board have argued that Regulation of the Government No. 86 of 2013 sets out a legal basis for the imposition of administrative sanctions upon any parties who are found to be in violation of various provisions which relate to the operation of the social security program, it’s just that, to date, these sanctions have not yet been properly enforced.
- The ongoing shortfall in premium payments has led to BPJS Health having to deal with a deficit of IDR 32.8 trillion, which is predicted to increase to IDR 77.9 trillion by 2024 if premiums are not raised.
