Progress of Manpower Law Revision in Question

  • In response to a recent hoax relating to the revision of Law No. 13 of 2003 on Manpower (“Manpower Law”) which was widely circulated via social media and which contained a number of controversial but fake articles, the Ministry of Manpower (“Ministry”) has now clarified that the revision of Indonesia’s Manpower Law has not even officially commenced yet.
  • Budiman, Head of the Legal Bureau at the Ministry, issued a statement recently asserting that the concept of a revision of the Manpower Law does not even exist in any formal sense yet, let alone a Draft Bill on the Amendment of the Manpower Law (“Draft Bill”). Furthermore, Budiman also stated that he could not even confirm to the general public whether a revision of the Manpower Law would ultimately be included in the 2019 – 2024 National Legislation Program.
  • Nevertheless, the Ministry is currently soliciting input from various stakeholders and is implementing a process of review which should become the basis for the eventual formulation of any Draft Bill.
