ASEAN Digital Economy: Four Expansion Initiatives Proposed

  • During the recent Third ASEAN Economic Dialogue, Rosarita Niken Widiastuti, Secretary-General of the Indonesian Ministry of Communications and Informatics, stressed that the digital economy across the ASEAN region alone was currently contributing 7% to total global Gross Domestic Product (“GDP”).
  • In addition, Mrs. Widiastuti also revealed that a significant number of so-called “unicorns” (startups with valuations of over USD 1 billion) are currently being bred across the ASEAN region and predicted that these rapidly expanding companies would ultimately make a large contribution to overall growth in the global digital economy.
  • In order to support the digital economy, four initiatives have been proposed for implementation by ASEAN communities, specifically: 1) The ASEAN Cross-Border Data-Flow Mechanism, i.e. cross-border personal data-transfer processes between ASEAN countries which are undertaken on a B2B (business-to-business) basis; 2) The ASEAN Data Classification Framework, which aims towards the implementation of good data governance principles; 3) The ASEAN Data Protection and Privacy Forum, which functions as a routine forum for the supervision and monitoring of personal data protection efforts; and 4) The ASEAN Digital Innovation Forum, which facilitates discussions and knowledge-sharing on a best-practice basis in order to address policies, issues and digital innovations.
