- The Directorate-General of Customs and Excise (“Directorate-General”) recently implemented the so-called anti-splitting scheme in an attempt to combat the various splitting methods which are often employed by shopping entrusted goods services (Jasa Titip – “Jastip”). Splitting methods involve the splitting of goods which are imported to Indonesia so as to avoid the imposition of import duty.
- The anti-splitting scheme involves automated computer software which is capable of detecting the names of receivers of goods who attempt to avoid the imposition of import duty. Such schemes are often employed by parties who are carrying goods which exceed USD 500/passenger in value, as addressed under Regulation of the Minister of Finance No. 203/PMK.04/2017 on Provisions for the Import and Export of Goods Carried by Passengers and Transportation Crews.
- As of 25 September 2019, the Directorate-General in Soekarno-Hatta Airport alone had successfully processed 422 Jastip violation cases amounting to a total of IDR 4 billion in state revenue which would otherwise have been lost. (kemenkeu.go.id)
