Implementation of Palm-Oil Licensing Moratorium Criticized

  • The Executive Director of Sawit Watch, Inda Fatinaware, recently expressed her disappointment regarding the year-long implementation of Instruction of the President No. 8 of 2018 on the Moratorium on and Evaluation of the Licensing of Palm-Oil Plantations and Productivity Increases for Palm-Oil Plantations (“Instruction 8/2018”). Mrs. Fatinaware has claimed overlapping land designations between palm-oil plantations and forestry areas still persist and remain unresolved.
  • Moreover, Mrs. Fatinaware further explained that a full year after the issuance of Instruction 8/2018, the implementation of the framework remains stuck at the preparation stage and that ministries and agencies are still arranging how they will coordinate in regard to the presidential instruction. In addition, sanctions for parties who have been convicted of violating Instruction 8/2018 have still not yet been executed.
  • In response to the pitiful state of implementation ofInstruction 8/2018, environmentalists have provided the following input to the government: 1) Request that the president immediately prepare a one-stop road map for the implementation of the palm-oil licensing moratorium; 2) Request that the relevant ministries involve multi-sectoral stakeholders during the implementation of the palm-oil licensing moratorium; 3) Request that the relevant ministries increase transparency and public access in relation to land utilization by and company licenses for palm-oil businesses; and so forth.
