- According to an estimation from the Indonesian Cellphone Association (Asosiasi Ponsel Seluruh Indonesia), the current trade in black-market cell phones is resulting in approximately IDR 2.8 trillion in lost tax revenue per year.
- In a bid to reduce and ultimately eliminate the trade in black-market cell phones across Indonesia, the government is currently formulating a regulatory framework which will address the validation of International Mobile Equipment Identities (“IMEI”) through the issuance of Mobile Subscriber Integrated Services Digital Network Numbers (“MSISDN”).
- The regulatory framework will comprise a number of regulations and will hopefully be signed off on and issued by the Minister of Industry, the Minister of Trade and the Minister of Communication and Informatics by mid-August 2019.
- Indonesia's Minister of Communication and Informatics, Rudiantara, issued a statement recently explaining that the new regulatory framework on the validation of IMEI through MSISDN will be implemented in the following phases: 1) Initiation phase, which will include the signing of the three ministerial regulations; 2) Preparatory phase, during which the government will prepare a National IMEI Database Information System (Sistem Informasi Basisdata IMEI Nasional/SIBINA) which will be capable of synchronizing with cellular operator data. The new policy will undergo a process of socialization during this phase and a number of consumer service centers will also be created; and 3) Operational phase, during which telecommunications operators are expected to commence delivery of notifications to holders of duplicate IMEIs in order to ascertain whether the devices in question are genuine or not. Telecommunications operators will also offer services to consumers relating to the loss and theft of devices during this phase, while further socialization of the new policy will also be undertaken.
