- Indonesia’s Minister of Finance, Sri Mulyani, has confirmed that an official Regulation of the President on the Acceleration of the Electric Battery Vehicles Program (“E-Vehicle Regulation”) will be issued very soon. Deliberation and formulation of the E-Vehicle Regulation have already been concluded and the new regulation now only awaits the president’s signature.
- Sri Mulyani also explained in her statement that the new E-Vehicle Regulation was originally set for introduction in July 2019 but had to be delayed as a result of various technical issues relating to coordination.
- It has been predicted that the introduction of the new E-Vehicle Regulation will have various impacts upon the industry, including: 1) An increase in investment within the automotive sector; 2) A decrease in CO2 emissions; 3) A reduction in value-added tax; and 4) An increase in domestic industrial capacity, particularly in terms of local content, specifically the development of lithium batteries within Indonesia.
- As a side note, Indonesia’s Coordinating Minister of Maritime Affairs, Luhut Binsar Pandjaitan, has suggested the introduction of import quotas for lithium batteries, as used by electric vehicle factories. It has been suggested that these quotas should last for a two-year period while the domestic industry prepares itself for production within this new sector.
