- In spite of the fact that the Draft Bill on Tobacco (“Draft Bill”) has been included as part of the 2014-2019 National Legislative Program (“Prolegnas”), deliberations of the bill are currently making slow progress due to the fact that the government and the House of Representatives (“House”) are finding it hard to find any common ground.
- Ibnu Multazam, a member of the Special Committee (“Pansus”) for the Draft Bill, recently expressed his disappointment at the fact that the government has yet to hand out a Problem Inventory List (“DIM”) to the House and that, as a consequence, deliberations of the Draft Bill are currently unable to make any significant progress. In addition, a number of government representatives have frequently been absent from Pansus meetings.
- In order to overcome these problems, Mr. Multazam believes that the House must confer with President Widodo in order to address the issue of the non-delivery of the DIM. Speaking separately, Prof. Benny Riyanto, Chairman of the National Law Development Agency (“BPHN”), recently stressed that the government is currently formulating the DIM but that the Draft Bill has not been granted “priority” status.
