Govt. Continues to Promote Alternative Financing Schemes for Infrastructure Projects

  • Indonesia’s Coordinating Minister for Economic Affairs, Darmin Nasution, recently reiterated the fact that the Indonesian Government will continue to engage in the promotion of the following alternative financing programs as part of the nation's ongoing infrastructure push: 1) Utilization of viability gap funding, availability payments and guarantees aimed at enhancing the Public-Private-Partnership (PPP) scheme; 2) Establishment of a Committee for the Acceleration of the Procurement of Priority Infrastructure (KPPIP) in order to debottleneck the execution of project development facilities and government guarantees; 3) Issuance of innovative financial products for infrastructure, such as Asset-Backed Collective Investment Contracts (KIK-EBA), Limited Participation Investment Funds (RDPT) and Komodo Bonds; 4) Development of alternative infrastructure financing schemes such as Infrastructure Investment Funds (DINFRA), regional government bonds and the Limited Concession Scheme; and 5) Introduction of several alternative hedging schemes, specifically Call Spread Options and Domestic Non-Deliverable Forward.
  • The Indonesian government is currently developing 223 projects and three programs relating to Nationally Strategic Projects with a total investment value amounting to USD 307.04 billion. As of June 2018, a total of 32 projects had already been completed while 44 projects were still ongoing.
