House Passes Health Quarantine Bill

  • The House of the Representatives (“House”) has finally passed the Health Quarantine Bill into law, which now replaces both Law No. 1 of 1962 on Sea Quarantine and Law No. 2 of 1962 on Air Quarantine.
  • The Health Quarantine Law is considered necessary due to the fact that Indonesia’s health problems are becoming increasingly complex and diverse. As a result, the government considers it vital that new types of diseases are prevented from entering Indonesian territory.
  • In general, the following issues are addressed under the new Health Quarantine Law: 1) Supervision of goods, especially goods which are deemed to represent a public health risk and which are under quarantine status; 2) Health quarantine documents for all modes of transportation, individuals and goods which enter into and/or leave Indonesian territory; 3) Health quarantine supervision at Indonesian borders (for land, sea and air transportation) and regional quarantine (e.g., house quarantine, hospital quarantine, etc.); 4) Health quarantine information, including the prevention and eradication of risk factors which may lead to emergency situations involving public health; 5) The various administrative and criminal sanctions that can be imposed upon parties involved in transportation; and so forth.
