Non-Tax State Revenue - Department of Communications and Information

The purpose of this Government Regulation, No. 7 of 2009, is to update Government Regulation No. 28 of 2005. Each of the types of Non-Tax State Revenue and their respective tariffs are included in Attachment I to this Regulation.

 

There are four basic types of Non-Tax State revenue envisaged within the provisions of this Regulation, namely:

-                 Post and telecommunications provision;

-                 Provision of Broadcasting;

-                 Equipment and infrastructure services; and

-                 Education and training services.

 

Aside from listing all of the new tariffs, the Regulation resets the Provider Rights Fee at 0.5%, which is a reduction from the previous level of 1.0%. Simultaneously, there is also a 66% increase in the size of the fee for the Universal Service Obligation. The USO rises from 0.75% to 1.25%.

 

The other interesting feature of the Regulation is that it institutes sanctions for breach of the provisions. The sanctions are administrative in nature and include fines.

 

The Regulation was issued on 16 January 2009 and has been in force since that date.
