The Government has issued Regulation No. 46 of 2008 establishing the National Council on Climate Change (Dewan Nasional Perubahan Iklim / DNPI). The reality is that climate change is having or will have a significant impact on the world and the people that inhabit it. There is still ongoing debate as to whether climate change is real. However, the fact that the Indonesian Government has issued this Regulation suggests that there is concern with respect to the potential impact on Indonesia.
The Regulation characterizes a potential threat to all archipelagic and island States like Indonesia from the continual increase in greenhouse gases. With regard to this threat the Regulation has been drafted in a manner that mandates Indonesia seek to strengthen its role in international forums that deal with climate change and the control of the impacts of these changes. This in turn becomes one of the primary functions of the DNPI.
To achieve this, the DNPI has been tasked with the following:
a. formulate national policy, strategy and programs on climate change;
b. coordinate all activities related to climate change;
c. formulate regulatory mechanisms and procedures for carbon trading;
d. monitoring and evaluation of the implementation process; and
e. strengthen Indonesia’s position in terms of driving developed nations to be more responsible with regard to climate change control.
