Indonesia Ratifies ASEAN Framework Agreement on the Facilitation of Inter-State Transport

  • The Indonesian President has ratified the ASEAN Framework Agreement on the Facilitation of Inter-State Transport (collectively referred to as "Agreement"), through the issuance of Regulation of the President No. 25 of 2023, which has been in force since 30 May 2023. The Agreement was originally signed on 10 December 2009 in Manila, Philippines.
  • At its core, the Agreement addresses various matters, specifically: 1) The facilitation of the inter-state transportation of goods between and among contracting parties; 2) The simplification and harmonization of transportation, trade and customs regulations and requirements that relate to the facilitation of the inter-state transportation of goods; and 3) Collaborative efforts aimed at the establishment of an effective, efficient, integrated and harmonized regional transportation system that addresses all aspects of inter-state transportation.
  • Among other provisions, the Agreement addresses the forms of determined routes and transportation facilities, including various requirements that apply to contracting parties, specifically: 1) The provision of border posts that are physically adjacent to each other in relation to control areas in order to facilitate inspections of transportation facilities; 2) Ensuring the availability of human resources capable of dealing with border formalities; 3) Coordination in relation to postal working hours; and 4) The provision of parking spaces for containers and vehicles while they await releases of goods.
