Government Set to Complete Revision of Pertalite Distribution Regulation by August 2022

  • The Minister of Energy and Mineral Resources ("Minister"), Arifin Tasrif, recently stated that the government is set to complete the revision of Regulation of the President No. 191 of 2014 on Availability, Distribution and Retail Sales Pricing for Oil Fuels ("Regulation 191/2014") by August 2022, which will set a number of restrictions, as well as introduce technical guidelines in relation to the securing of subsidized Pertalite and diesel fuels. Moreover, the Minister has affirmed that the Ministry of Energy and Mineral Resources has secured an initiative permit (izin prakarsa) in order to initiate the revision or improvement of Regulation 191/2014 through the introduction of several adjustments to certain conditions.
  • Although the ongoing conflict between Russia and Ukraine is starting to have a significant impact on global energy and food supplies, the Minister has affirmed that the government is continuing to implement measures aimed at anticipating any potential energy and food crisis and ensuring the availability of fuel for the general public. As a consequence, the issuance of the forthcoming amendment to Regulation 191/2014 will aim to ensure that fuel supplies are distributed effectively across the country, as fuel quotas are continuing to decrease.
  • In terms of Pertamax fuel specifically, the Minister has stated that the government will maintain the sale price for this type of fuel during the imposition period for subsidized Pertalite and diesel fuel restrictions.
  • As of 23 July 2022, PT Pertamina (Persero) through its subsidiary, Pertamina Patra Niaga, recorded that approximately 220,000 vehicles had already registered with the MyPertamina application in order to secure subsidized Pertalite and diesel fuel.
